3.      Consider a Resolution by the City Council of the City of

Forest Park authorizing the Mayor to execute a License Agreement with Clayton County School District for the use of Kiwanis Stadium, and concession stand for the date of August 28, 2007, September 11, 2007 and September 25, 2007 to conduct football games at a rate of $150 per game; to provide for severability; to provide an effective date; and for other purpose

 

SUMMARY AND BACKGROUND:  Clayton County School District is requesting use of Kiwanis Stadium for the 2007-2008 school year.  The dates requested are August 28th, September 11th , 25th , 2007.  The License Agreement is a revocable License Agreement with specifications for the use of City of Forest Park facilities and vending concessions and includes liability insurance, general release, indemnification and hold harmless provisions.

 

4.      Consider a Resolution by the City Council of the City of

Forest Park authorizing the Mayor to execute a License Agreement with South West Atlanta Christian Academy for the use of Kiwanis Stadium and concession stand for the dates of September 13th, 2007 and September 20th , 2007 to conduct football games in their Region 5-A Junior Varsity Football Program; to provide for severability; to provide an effective date; and for other purposes

 

SUMMARY AND BACKGROUND:  South West Atlanta Christian Academy has requested the use of Kiwanis Stadium for September 13, 2007 and September 20, 2007.  The License Agreement is a revocable License Agreement with specifications for the use of City of Forest Park facilities and vending concessions and includes liability insurance, general release, indemnification and hold harmless provisions.           

 

5.      Consider a Resolution requesting authorization for the City

Manager to sign a Final Plat as approval of the City Council of Forest Park for the relocation of an R-80 single family residential property line

 

SUMMARY AND BACKGROUND:  Stephen and Sam Adams, representatives of the Gospel Baptist Church of Clayton County, 4700 and 4718 Mitchell Street, Forest Park, have submitted a final plat which proposes to relocate an existing property line.  The relocation of this property line will enable the Church to provide a 10.2’ side yard on each lot, between an existing fellowship hall building and an existing single family residential structure (house).  The Church may then market and sell the house and lot which will then meet current zoning criteria.

 

6.      Consider a Resolution requesting authorization for the City

Manager to sign a Final Plat as approval of the City Council of Forest Park for the subdivision of a Townhome development

 

SUMMARY AND BACKGROUND: Quenton Harris. H & H Elite Enterprises, owner/developer of Elite Estates Townhomes located at the intersection of West Street and Georgia Avenue is seeking final plat approval so that the developer may record the document in the Clerk of Superior Court of Clayton County’s office.  This development  includes two (2) three story buildings containing (12) units in Building A and (8) units in Building B.

 

Mr. Harris has submitted an as-built final plat, titled:  Final Plat for Elite Estates Townhomes dated June 12, 2007.  Mr. Harris has elected to apply for final plat approval pursuant to CFPCO Section 8-7-13(a) which states (in part) “If desired by the subdivider, it (final plat) may constitute only that portion of the approved preliminary plat (as-built site plan) which he proposes to record and develop at the time, provided, however, that such portion conforms to all requirements of these regulations”.  Mr. Harris has a substantial amount of investment in this development and he seeks to recoup a portion of this investment in this development and he seeks to recoup a portion of this investment by marketing and selling the new completed units in building B.  Each unit in building B will be priced at $155,000.  Building A will be completed later this year.

 

The Planning and Zoning Board held a hearing on this issue July 18th, 2007 and unanimously voted to approve the final plat and signed the document.                 

 

7.      Consider a Resolution by the City Council for the City of Forest Park, Georgia, authorizing the Mayor to enter into a supplemental agreement with the Georgia Department of Transportation for Project Number PEMSL-0006-00(695) State Farmers Market; to provide that the Grant amount remain the same; to provide that all other terms and conditions of the agreement, other than the additional services, shall remain the same; to provide an effective date; and for other purposes    

 

 

SUMMARY AND BACKGROUND:   The City of Forest Park is requesting authorization via a separate Resolution for EDAW, Inc. and Jack Burnside to provide additional services for the State Farmers Market. This Resolution requests authorization to amend the contract with the Georgia Department of Transportation to include the additional services.  The additional services would be completed within the budget established under the Original Agreement executed by the Georgia Department of Transportation and the City of Forest Park ($400,000).

 

8.      Consider an Ordinance by the City Council for the City of

Forest Park, Georgia to authorize the Mayor to execute additional services with EDAW, Inc. for the purpose of developing an implementation strategy and Jack Burnside for additional project administration assistance for the State Farmers Market Project

 

SUMMARY AND BACKGROUND:  The City of Forest Park received $400,000 for a Master Plan and Transportation Study for the State Farmers Market.  The remaining funds available on this project are $35,000.  This Ordinance is requesting authorization for the Mayor to execute additional services with EDAW, Inc. and Jack Burnside utilizing the remaining funds for the purpose of developing an implementation strategy that includes, phasing for the retail component, financing strategy for the retail component, and an executive summary brochure/rendering for marketing purposes and additional project administration.
