2.      Consider an Ordinance by the Governing Body of the City of

Forest Park, Georgia establishing the budget for the Fiscal Year 2007-2008

3.      Consider a Resolution by the City Council of the City of

Forest Park authorizing the Mayor to execute an amended Community Development Block Grant Agreement with Clayton County Housing and Community Development Program for the Reprogramming of unexpended CDBG funds in the amount of twenty thousand, nine hundred and twenty-one dollars and seventy cents ($20,921.70) for improvements in Starr Park; to provide for an effective date; and for other purposes

SUMMARY AND BACKGROUND: the City of Forest Park was awarded FY2005 CDBG funds in the amount of $82,000 for infrastructure improvements on Forest Avenue and $74,662 for pocket park improvements. These projects were completed at a cost of $70,485.30 and $65,255.00 respectively.

Instead of returning the unexpended funds in the amount of $20,921.70, the City of Forest Park requested the unexpended funds be reprogrammed for improvements in Starr Park that will allow for greater use of our park facilities. These improvements include replacing playground equipment, installing ground cover, picnic tables and other improvements deemed necessary.

This resolution is requesting authorization to proceed with reprogramming CDBG funds in the amount of twenty thousand, nine hundred and twenty-one dollars, and seventy cents ($20,921.70) from the Forest Avenue and Pocket Park Improvements projects to Improvements in Starr Park.

4.      Consider a Resolution to call and regulate the conduct of a

Special Election to fill the unexpired term of office for City Council Member, Ward Five, said Special Election to be held on Tuesday, September 18, 2007, in accordance with the Charter of the City of Forest Park, Georgia and all applicable laws of the State of Georgia; to rescind conflicting resolutions in conflict herewith to the extent of such conflict; and for other purposes

5.      Consider a Resolution by the City Council for the City of

Forest Park, Georgia, to accept the dedication of a proposed Public Right of Way to be added to the Municipal Street System as an extension of South Point Drive in connection with the completion of a new Industrial Development at Southpoint Industrial Park; to authorize the Mayor to execute appropriate and necessary documents to accept said dedication; to provide for severability; to repeal all Resolutions and parts of Resolutions in conflict herewith; to provide an effective date; and for other purposes

SUMMARY AND BACKGROUND: This Resolution authorizes the acceptance of the dedication of approximately 0.114 acres of improved roadway as a part of the City street system so as to extend South Point Drive to connect to Ballard Road and provide public access to a new industrial development in South Point Industrial Park.

6.      Consider an Ordinance by the City Council of the City of

Forest Park to authorize funds in the amount of three thousand seven hundred six dollars ($3,706.00) from Ward 3 Project Account to be used in purchasing software and hardware for an electronic pre-planning system to be used by the Forest Park Department of Fire and Emergency Services; and for other purposes

7.      Consider an Ordinance by the City of Forest Park

Authorizing the Director of Finance to transfer funds to the Department of Fire/EMS Services from the Department of Firefighter Services in the amount of $50,000.00 from Line Item 100-61-3510-51-1101 to 100-60-3610-51-1101 to cover the funding for the current fiscal year for the payment of EMS Personnel; and for other purposes

SUMMARY AND BACKGROUND: In recent years, the number of actual EMS Paramedics has been less than budget. During the current fiscal year, the number of EMS Paramedics and the Salaries associated with them has increased. Therefore, the budget amount for the Salaries line item for the EMS Paramedics needs to be increased, to be consistent with the actual amounts. This can be accomplished by transferring budgeted Salaries in the amount of $50,000.00 from the Firefighters Department to the EMS Department. The Firefighters Department has a sufficient amount remaining in the budget to allow the transfer.
