1.      Consider a Resolution by the City Council of the City of Forest Park authorizing the Mayor to execute a License Agreement with Forest Park Youth Football for the use of Kiwanis Stadium, Lopez Field, Baker Field, Burke Field, Stanford Field and Johnson Field from July 25, 2011 through November 23, 2011 to conduct football and cheerleading practices and games in their Youth Football Program; game dates are August 13, 22, September 3, 10, 17, 24, October 1, 8, 15, 29 and November 5, 2011; to provide for severability; to provide an effective date; and for other purposes.

 

                              SUMMARY AND BACKGROUND:  The Forest Park Youth Football is requesting use of Kiwanis Stadium/concession stand and ball fields (Baker, Burke, Johnson, Lopez, Stanford) from July 25, 2011 through November 23, 2011 to conduct games and practices.  Practices are Monday through Thursday from 5 p.m. to 9 p.m.  Games are on Saturdays.  Game dates are:  August 13, 22, September 3, 10, 17, 24, October 1, 8, 15, 29 and November 5, 2011.  The License Agreement is a revocable License Agreement and specifications for the use of City o f Forest Park facilities and vending concessions and includes liability insurance, general release, indemnification and hold harmless provisions.       

 

2.      Consider a Resolution by the City Council of the City of Forest Park authorizing the Mayor to execute a License Agreement with the Southern Football League for the Use of Kiwanis Stadium to conduct a football game at a rate of two hundred dollars ($200) per game for the stadium and seventy-five dollars ($75) pr game for use of concession stand; to provide for severability; to provide an effective date; and for other purposes.

 

                              SUMMARY AND BACKGROUND:  The Southern Football League has requested use of Kiwanis Stadium and concession stand to conduct semi-pro football games on the following dates:  June 25, July 9, 16, 23, 30, August 6, 20 and October 22, 2011.  The License Agreement is a revocable License Agreement and specifications for the use of City of Forest Park facilities and vending concessions and includes liability insurance, general release, indemnification and hold harmless provisions.              

           

3.      Consider an Ordinance by the City Council of the City of Forest Park authorizing the Mayor to sign and accept a Community Economic Adjustment Planning Assistance Grant for Calendar Years 2011 and 2012 from the Department of Defense Office of Economic Adjustment for the purpose of preparing an Outreach and Comprehensive Reuse Plan for Fort Gillem and to appropriate the matching funds from the transfer to the LRA Fund Line Item 100-22-1510-61-1001; to provide for severability; to repeal all Ordinances and parts of Ordinances in conflict herewith; to provide an effective date; and for other purposes.

 

4.      Consider an Ordinance by the City Council for the City of Forest Park, Georgia, to amend the Code of Ordinances of the City, specifically Title 11, Chapter 1 thereof, so as to prohibit public indecency; to provide for definitions; to provide for certain exceptions; to repeal Section 9-2-98 of the City’s Code of Ordinances pertaining to Nudity in Establishments licensed to sell alcoholic beverages; to repeal all Ordinances and parts of Ordinances in conflict herewith; to provide an effective date; and for other purposes.

 

5.      Consider an Ordinance by the City Council for the City of Forest Park, Georgia, to amend Title 9, Chapter 1 of the Code of Ordinances of the City of Forest Park, Georgia, so as to amend, clarify and streamline the Hearing and Appeal Process provided for in Section 9-1-12 entitled “Revocation and Suspension of Licenses”; to repeal all Ordinances and parts of Ordinances in conflict herewith; to provide an effective date; and for other purposes.

 

6.      Consider an Ordinance by the City Council for the City of Forest Park, Georgia, to appropriate additional funds in the amount of $90,000 to cover added costs to be incurred in the  Attorney Fees Account; to repeal all Ordinances and parts of Ordinances in conflict herewith; to provide an effective date; and for other purposes.

 

                              SUMMARY AND BACKGROUND:  Attorney Fees incurred that are related to City personnel matters and City Retirement Plan matters have been more than budgeted.  Due to the additional attorney fees, the budget needs to be amended to provide an additional $90,000 for attorney fees for the current fiscal year.

 

7.      Consider an Ordinance by the City Council of the City of Forest Park, Georgia to transfer funds in the amount of $120,000 from the Unappropriated Balance of the General Fund for additional costs associated with our Roll-Off Container Expense; to provide an Effective Date; and for other purposes.

 

                              SUMMARY AND BACKGROUND: The roll off business under Sanitation was estimated from the 2009-2010 budget to be approximately $360,500.  Current increased business figures suggest this years total will be approximately $480,500.  An increase of $120,000 is needed to offset the increased payments.  The needed funds will be offset by additional revenues of approximately $150,000. 

 

                              The Ordinance appropriates an additional $120,000 from the unappropriated balance of the general fund to Line Item 540-72-4530-52-3001 to cover expenditures.       

 

                        8. Consider a Resolution to provide for the Establishment of the City of Forest Park Adopt-A-Road Program; to authorize the Mayor and the City Manager to perform all acts necessary to accomplish the intent of this Resolution; and to provide an effective date of this Resolution; and for other purposes.                  

 

9.      Appointment of Voting Delegate to the Georgia Municipal Associations Annual Convention in June
